Abstract
Human Resources (HR) in the Regional Public Hospital (RSUD) Pidie Jaya in providing health services can increase community visits to take advantage of services in hospitals. Reports of patient visits in Pidie Jaya Regional Hospital 11,406 people in 2017 and 12,307 people in 2018. There was an insignificant increase of 701 people per year, presumably due to the ineffective development of human resources.
This type of research is qualitative with a phenomenological approach. Key informants are 3 people, namely the Head of Administration, Head of Sub Division of Public and Personnel and Head of Planning Section and 8 additional informants. Data were analyzed through stages of data reduction, presentation and drawing conclusions.
The results showed the need for health workers in each hospital unit / committee still lacked types and numbers. Research activities were never held because of limited funds, but comparative studies with selected participants. Utilization and guidance of health workers in providing incentives and awards has been implemented, but the irregular rotation schedule and funding assistance for officers attending education have not been realized. The application of sanctions focuses on deduction of incentive money based on attendance violations (discipline) but the application of sanctions for those who are late submitting STTR and competency test certification has not yet been enacted.
It was concluded that the development of human resources for health workers was not optimal, so Pidie Jaya General Hospital prioritized the program by holding workshops in the treatment room, accelerating the hospital to become a Public Service Agency in order to manage its own finances and provide scholarships to health workers.
