Abstract
HIV/AIDS cases in Simeulue Regency in 2018 reached 23 people. Efforts to tackle HIV / AIDS by the Health Office to the Basic Health Facility have been carried out. This study aims to analyze the factors that influence the lack of effective implementation of HIV/AIDS prevention programs at Simeulue Regency in 2019.
The research type used qualitative with phenomenological approach. The research informants were 4; the Head and the doctor of the Health Center, the person in charge of the HIV/AIDS program of the Health Office and the person responsible for the East Simeulue Health Center HIV/AIDS program and the 3 main informants of PLHIV patients. Data were analyzed using qualitative descriptive analysis through data reduction, presentation and drawing conclusion.
The results showed the input in implementation of HIV/AIDS Disease Management Program from the aspect of human resources was not yet in accordance with the needs, from funding for the HIV/AIDS program it was available but not sufficient and infrastructure was still supported by the Provincial Health Office and Ministry of Health.
The conclusion shows that KPA in Simeulue District has been formed but is not working. Research output where the structure of HIV/STI service networks up to the Health Center level has not been realized because it has not been supported by cross-sectoral roles and partners, funds and infrastructure.
