Abstract

In the JKN era, the health centre was expected to be able to handle 155 disease diagnoses, so participants no longer needed to go directly to the hospital. However, the high non-specialist referral rate in the Padangmatinggi Health centre in 2018 was 663 (6.17%) in contrast to the JKN program which should be able to maximize the function of the health centre. The availability of health workers, medicines, health facilities at the health centre, and knowledge of the gatekeeper concept has an important role in the implementation of referrals.
This study was qualitative research methods with a case study approach. Data collection methods are done with in-depth interviews and observations.
The results showed that the implementation of referrals in Health centre Padangmatinggi was still not running according to the standard, it can be seen from the existence of referrals at their own request (APS). The availability of health workers have met the health centre standard, but often officers on duty not in the health centre have hampered service at the health centre. The availability of medicines, health facilities that are still not up to standard and knowledge of the gatekeeper concept are the causes of referral at the health centre.
It is hoped that the Padangmatinggi Community Health Centre can carry out referrals in accordance with procedures, provide socialization to the public about JKN especially the tiered referral system and about the gatekeeper concept, and re-evaluate drug planning., and expected to work closely with the health centre in equipping medical equipment and medicines.
